Artsakh can only be entered from Armenia. You do NOT need to prepare anything before you enter Artsakh. You can get the tourist visa at the Ministry of Foreign Affairs when you are in Stepanakert (the capital city) within 24 hours of entering the border, no problem.

You can enter Azerbaijan with a stamp from Armenia, although I have heard you will be questioned about it. You however cannot enter Azerbaijan if you have a stamp from the disputed region of Nagorno-Karabakh otherwise known as Artsakh. Going to Armenia with a stamp from Artsakh or Azerbaijan however is totally fine.
