Do EU Refund rules apply to Coronavirus related cancellations by airlines?

EU law1 entitles air passengers to reimbursement, monetary compensation, rerouting and on-the-ground assistance (such as meals and refreshments or hotel accommodation) if their flights are cancelled or significantly delayed, or if they are denied boarding.
